Executive Director - Jim McGowan AM

Jim McGowan AM, Executive Director, SNJ Business Solutions and Adjunct Professor, School of Government and International Relations, Griffith University has a history of achievement in a variety of challenging leadership roles in the Queensland Public Sector.

Jim was the Director-General of the Departments of Community Safety, Emergency Services and Justice and Attorney-General. Corporate governance, organisational design and reform and performance and service delivery improvement and the importance of relationships were his focus in these leadership roles.

On Australia Day, 2012, Jim was made a member of the Order of Australia (AM) “for service to public administration in Queensland through the development and implementation of public sector management and training reforms and to improved service delivery”.

As Deputy Chair, State Disaster Management Group and Director-General, Department of Community Safety, Jim led and co-ordinated the response to a range of disasters which had serious and widespread impacts across Queensland and the nation.

As Director-General, Department of Community Safety, Jim led the key response agencies of Emergency Management Queensland (including the State Emergency Service), the Queensland Fire and Rescue Service and the Queensland Ambulance Service.

Jim led the disaster management activities in relation to cyclones (including Uliu and Yasi), the widespread flooding of Queensland in 2010-11, various other flooding and serious weather events, oil spills and other environment threats and bio security threats such as the N1H1 virus and Equine Influenza.

Jim was the Queensland representative on the National Emergency Management Committee, a group to which he continues to provide services.

His senior roles as Deputy Director-General of the Department of Industrial Relations and as Director, Human Resources in Education Queensland have enhanced in knowledge of and skills in contemporary organisations issues relevant to organisational reform and HR/IR strategies.

In February 2012, Jim McGowan was appointed as Adjunct Professor, School of Government and International Relations, Griffith University. During 2012-13 Jim project managed, on behalf of Griffith University a project commissioned by the Regional Australia Institute on overcoming the economic impacts of natural disaster in regional Australia and looking for opportunities for renewal. It examined the experiences and learnings arising from the communities that have experienced, first-hand, the challenges of recovering from and adapting to the impact of disasters. A review of international literature about post-disaster business recovery was also undertaken to identify key themes and learnings from overseas experiences.

Jim McGowan has had articles on disaster management published in professional journals and the media.

Conferences and Forums

During 2012, Jim McGowan was a key note speaker at the 2012 Crisis and Emergency Management Conference in Abu Dhabi. In his role at Griffith University, he presented at the Australian and New Zealand School of Government Conference in Wellington, the IPAA Conference in Melbourne, the 2012 Australia China Dialogue in Beijing, a forum on risk management in Tokyo in 2012 and a Griffith University organised event in Jakarta in June 2013.
